It was construction on the Karakoyun (Dayşan) Stream to enable access to the Millet Hospital and this is the origin of its name. The actual construction date is not known for certain. Thi is a very important bridge for the history of Şanlıurfa becausethe treaty made with the Franch army during the Independence War, was signed on this bridge: due to his contributions to independence, the name of Gendarmerie Commander Lieutenant Ali Saip Bey is written on the inscription on the bridge. The brige was renovated also in 2001.
